VAWP welcomes our 2026 Executive Officers and Board Members!

Ted Kraska – President

Ted Kraska has been an active member of the Virginia Association of Wetland Professionals since 2001 and currently serves as its President. A New England native, he built his career in Virginia and is now the Director of Environmental Services at Townes Site Engineering. He was among the first in the state to be certified as a Professional Wetland Delineator and also holds credentials as a Professional Wetland Scientist and Virginia State Surface Water Delineator. At Townes, Ted specializes in complex wetland permitting and challenging delineations, along with Threatened and Endangered Species surveys and stormwater and erosion and sediment control plan review. He is especially passionate about mentoring and supporting new professionals entering the field. Outside of work, Ted enjoys cooking, hiking, and traveling with his family.


Mike Blake – Vice President

Mike Blake is the President of Rappahannock Environmental Group in Fredericksburg, Virginia, where he leads company operations and manages the company’s contracts, programs, and staff. With more than twenty‑five years of experience, he is a certified Professional Wetland Scientist, Professional Wetland Delineator, and Dual Combined Administrator with extensive experience in wetland permitting, erosion and sediment control, and stormwater inspections across the Rappahannock, York, and Potomac River watersheds. He has been actively involved with VAWP for the past three years, contributing to board meetings, the Programs Committee, and semi‑annual events.


Ben Sagara – Immediate Past President

Ben is the Wetland Program Lead with Virginia Department of Wildlife Resources and has been involved with VAWP since 2017. In his current role, he represents the Agency as the statewide subject-matter expert on wetlands and serves as the project leader for the wetlands habitat program which focuses on implementing wetland management and restoration activities across the state with a focus on migratory birds and other wetland-dependent species. and He served as the Program Chair until 2024, where he was instrumental in organizing Annual Meetings. Ben was elected Vice President in 2024, and served as President in 2025, where he focused on providing more training opportunities to VAWP members. Ben continues to serve VAWP as Immediate Past President and a member of the Programs Committee.


Jamie Armentrout – Treasurer

Jamie Armentrout is an Associate Environmental Scientist with Wetland Studies and Solutions, Inc. in Virginia Beach, where he specializes in project management for environmental services including wetland delineation, permitting, and threatened and endangered species. He has worked in environmental consulting since 2012 and holds a Bachelor of Science in Biology from East Carolina University. Jamie is a registered Professional Wetland Scientist and a certified Professional Wetland Delineator and State Waters Delineator in Virginia. He currently serves as Treasurer for VAWP and is Chair of the Virginia Department of Professional and Occupational Regulation’s Board for Asbestos, Lead, and Home Inspectors


Emily Salkind – Secretary

Emily Salkind is a Senior Environmental Lead with Westwood Professional Services in Midlothian, Virginia, bringing more than ten years of experience in environmental and wetlands consulting. Her work includes leading wetland delineation and permitting, stream assessments, RPA determinations, and coordination with regulatory agencies across all physiographic regions of Virginia. Emily has also contributed to stream restoration design, flood studies, and projects integrating erosion and sediment control and stormwater management. She is a certified Professional Wetland Delineator and a licensed Professional Soil Scientist in Virginia and looks forward to contributing her organizational skills and experience to the VAWP Board as Secretary.
